Hello Ethan, and Alison
The new hard drive came. With the " No Problem no need to transferring firmware" I installed the new Hard Drive. Same problem as the first hard drive when trying to install Ubuntu 13.10. The first 2 screens come up then it goes to a reverse video message something about chash and a bunch of numbers. When I used the SATA test cables with the new hard drive I get the same ticking sound as the origional. Some one thought it might be the power supply but its a battery powered laptop. Back to trouble shooting or may be its time to replace this 5 year old HP G-60t-200.

I have replaced hundreds of hard drives over the years and none have ever given me trouble. There are some specific security setups that read disk/device serial number, however, if you were in such a situation: 1. transferring firmware would not help resolve the serial number change and 2. I doubt you would have presented this question to the group as you would be aware of the answer already.
In most cases, especially running Linux, you can pop in a new drive
and start installing new software immediately.
As an aside, at the enterprise level I have updated disk firmware on
HP hardware for various reasons, mostly due to poor performance or
increased visibility and reporting on hardware health.
Hope this helps.
